Microsoft Copilot vs Microsoft 365 Copilot is a confusing comparison because Microsoft now uses the Copilot name across several products. For a small business, the easiest way to understand it is to separate general AI chat from secure work chat and the fuller Copilot experience that can use your Microsoft 365 work data.

• Microsoft Copilot is Microsoft's general AI assistant. It is useful for web-based research, brainstorming, writing and everyday questions.

• Microsoft 365 Copilot Chat is included with eligible Microsoft 365 business licences. It gives users an enterprise-ready AI chat experience with web grounding, business controls and enterprise data protection.

• Microsoft 365 Copilot is the paid add-on that goes further. It can ground answers in work data such as files, emails, chats and people, and brings deeper Copilot capabilities into Microsoft 365 apps.

For most small businesses, the real decision is not simply ‘free Copilot or paid Copilot?’. It is deciding whether you need general AI, secure work chat, or AI that can work with the information already inside Microsoft 365.

Why are the Copilot names so confusing?

Microsoft uses Copilot across a growing range of products. You may see Microsoft Copilot, Copilot Chat, Microsoft 365 Copilot, Copilot Studio and even Copilot+ PCs mentioned in different places.

They are not all the same product. Microsoft also changes product naming as the service develops, so it is more useful to understand what each option actually does than to rely on the word ‘Copilot’ alone.

What is Microsoft Copilot?

Microsoft Copilot is the general-purpose AI assistant available through the web, the Copilot app and Microsoft Edge. It is designed for tasks such as asking questions, researching topics, brainstorming, drafting text, summarising information and creating images.

Its answers can be grounded in information from the web, which makes it useful for general tasks and for somebody who wants to start experimenting with AI.

What it does not automatically provide is deep access to your organisation's Microsoft 365 information. It does not simply know the contents of your company's Outlook mailboxes, Teams conversations, SharePoint sites and OneDrive files because you asked it a question.

What is Microsoft 365 Copilot Chat?

This is the part many small businesses already have but do not realise they have.

Microsoft 365 Copilot Chat is automatically included for users with eligible Microsoft 365 business licences. It provides secure, enterprise-ready AI chat when users sign in with their work account.

Microsoft currently includes capabilities such as web-grounded chat, research, document and webpage summarisation, image creation, file upload and the ability to use pay-as-you-go agents where the organisation enables them.

The important business distinction is that Copilot Chat includes enterprise data protection and administrative controls. That makes it a much more sensible place for employees to start using AI for work than treating a personal consumer AI account as interchangeable with a managed business service.

What is Microsoft 365 Copilot?

Microsoft 365 Copilot is the add-on licence that unlocks the deeper business experience.

It includes the capabilities of Copilot Chat but can also use the work information a user is permitted to access inside Microsoft 365. That can include files, email, meetings, chats, calendars and information about people in the organisation.

It also brings more advanced Copilot capabilities into applications such as Word, Excel, PowerPoint, Outlook and Teams, depending on the Microsoft 365 licence, application and feature involved.

This is where Copilot becomes much more than a general chatbot. Instead of asking AI to help write a generic sales proposal, you can potentially ask it to work from relevant emails, meeting information and documents already held in Microsoft 365.

Why does access to your work data matter?

This is probably the biggest practical difference for a business.

A general AI tool can help you create a meeting follow-up if you paste the notes into it. Microsoft 365 Copilot can potentially use the meeting information and other work context already available to you in Microsoft 365.

Similarly, a general AI assistant can help draft an email if you explain the background. Microsoft 365 Copilot can be more useful when the relevant email thread, documents and other context are already part of your work environment.

That context is where much of the potential productivity benefit comes from. It can also be why getting Microsoft 365 organised properly matters before trying to roll Copilot out everywhere.

Can Microsoft 365 Copilot see everything in the business?

No. Microsoft 365 Copilot is designed to respect the permissions that already exist in Microsoft 365. A user should only be able to surface information that they already have permission to access.

There is an important catch: if your existing permissions are too broad, Copilot can make information people already have access to much easier to discover.

That is why AI adoption should also prompt a review of SharePoint permissions, file sharing, identity controls and information governance. Copilot does not remove the need for good security; it makes good security and sensible permissions even more important.

Do you need Microsoft 365 Copilot for every employee?

Not necessarily.

Buying a Copilot licence for everybody before you understand how people will use it can be an expensive way to discover that only a few employees have strong use cases.

A better approach for many smaller organisations is to identify the people and tasks where deeper access to Microsoft 365 information could genuinely save time.

• Someone who mainly wants help with general research and drafting may get plenty of value from Copilot Chat.

• Someone who spends significant time working through Outlook, Teams meetings, documents and business information may have a stronger case for Microsoft 365 Copilot.

• Someone with no clear AI use case does not need a licence simply because AI is fashionable.

Which Copilot should a small business start with?

If you are simply exploring AI

Start by learning what good prompting looks like and identifying real tasks where AI can save time. General Microsoft Copilot can help you understand the basics, but for company work we would favour the managed work-account experience available through Microsoft 365 Copilot Chat.

If you already have Microsoft 365 for business

Check what Copilot capabilities your existing licences already give you before buying anything else. Eligible business users may already have Copilot Chat, which is a sensible way to begin building confidence and identifying useful use cases.

If you want AI to work with your emails, meetings and documents

That is where the Microsoft 365 Copilot add-on becomes much more relevant. The business case should be based on the work you want it to improve, not simply on having access to more AI features.

What about Copilot Studio and Copilot+ PCs?

These are different again.

Copilot Studio is Microsoft's platform for creating and managing agents and more tailored AI experiences. A Copilot+ PC is a category of Windows computer with specific AI-capable hardware. Neither term means that you automatically have the Microsoft 365 Copilot add-on licence.

If your goal is simply to work out what AI your team should use day to day, you do not need to understand every product carrying the Copilot name before you start.

Start with the business problem, not the licence.

Choose one or two repeatable tasks that take time today. Test whether Copilot Chat can help. If the real value depends on work data, meetings, email or deeper integration inside Microsoft 365, then consider Microsoft 365 Copilot for the people who need it.

At the same time, make sure the underlying Microsoft 365 environment, permissions and security are in good shape. AI works best when the information underneath it is organised and appropriately protected.
